Ombudsman for the Defence Forces invited to contribute to publication on Human Rights and Civil/ Military relations.
30 August 2010
It was a great honour to be invited by Dra. Nilda Garre, the then Argentine Minister for Defence to contribute as an author to a publication that the National Office on Human Rights and International Humanitarian Law in the Argentine Ministry of Defence intends to publish this year related to Human Rights and Civil Military relations.
The sections of the publication are arranged in four topics:
1. Defence, Armed Forces and Human Rights.
2. Military Justice from an international Human Rights perspective
3. Key debates on Human Rights of Armed Forces personnel.
4. Application of Human Rights in United Nations Peace Keeping operations.
Dra. Natalia Federman, the Programme Director at the National Office on Human Rights and International Humanitarian Law, at the Argentine Ministry of Defence conveyed the invitation from Dra. Garre to Paulyn Marrinan Quinn, S.C., Ombudsman for the Defence Forces to contribute a chapter on the role of Ombudsman Institutions in the Military sector and the role of such an Office in the protection of Human Rights of the Military personnel.
The Argentine Government has examined models in other jurisdictions, most notably Germany.
The Ombudsman was pleased to deliver her contribution to this interesting and significant project on the 27th August 2010.
